QBW32 invalid page fault in prefs.dll

Using QB Pro 2003 on Win 98SE. Just converted Pro 2000 files to 2003.
Getting the error about the QBW32 fault in prefs.dll when try to add/edit users. Was able to add users when upgraded, but now the above error closes the program.
Installation issue?
