QBES 2008 server tools

My company is running QBES 8. The data and the server tools are running on a Windows 2003 Server. I have found that the client functions properly on a Windows 10 Pro computer, but the server pieces of this software do not allow for multi-user mode.

Will the QBES 8 server software function on a newer version of Windows Server software, 2012 or 2016?

I know this is an old, unsupported version of QB, but we have no plans to upgrade any time soon, for a variety of reasons. I just need to come up with a plan to allow the version of software we are using to continue to function in a newer machine.

I have a Windows 10 Pro computer that was intended for this purpose, but that is when I found the server software won't run on it. Now, I need to come up with a revised plan. The 2003 server does not support more than 4 GB of RAM, which is one of the limiting factors we have presently.
