QBEE 2016 on Windows 2003 fails after R9 update

QBEE 2016 manufacturing (desktop version) has been running successfully on Windows 2003 Server. Recently the R9 update was installed, and the GUI application will no longer start. However, the DB service (QuickBookDB26) does start and supports remote GUI clients connecting to the company file.

Error Code: 80029c4a

The error(s) reported during a reinstall are related to icwrapper.dll and similar DLLs/exe files. Intuit support articles state that this is probably a C++ installation problem. I've run the QuickBooks Install DiagnosticTool several times which should fix any problem with the Visual C++ components, and I also attempted to reinstall QBEE 2016.

The Windows 2003 server has all updates installed and the last windows update was over 6 months ago. I've also manually reinstalled all the Visual C++ redistributables.

Nothing I've tried has worked so far.

I'm begining to think that the R9 update has caused the problem. Is there a way to get the QBEE 2016 R8 version for reinstall? I'd like to test this assumption.

I attempted to rollback using the R7 patch file, but the installer quits without any message. I assume it's finding that R9 is already installed. Note: I do not have CD/DVD install media to re-install the base release. And it seems that only 2016+R9 is available from Intuit.
