Install error message MSI 1625

I am trying to install a downloaded copy of Quickbooks Pro 2012 to a Windows 7 64 bit laptop and the installation crashes with an error message that states," MSI 1625 This Installation is forbidden by system policy".

I have tried 1) installing as an administrator, 2) running the setup file as an administrator and 3) have even tried installing using "Selective StartUP" in Windows 7, and 4)shutting off all anti virus and my firewall, no luck.

Has anyone else run into this issue and solved it?

Solution found

I fixed this issue, from advice found in another forum, and it was a simple process of uninstalling all of the MSXML installations left over from other software installs. Read the solution here - it was a simple fix.
