Shannon I'm no expert on this, but I know an Administrator who manages a forum using is very program. I told him I was on a forum using the same program as his, which seemed to get a fair amount of spam. And I asked him how come there wasn't any spam on his forum. He told me that before they approve a user they do an IP address check.
He told me that they are able (I don't know how) to determine if the IP address is known as a spammer, and if they are they don't approve the application.
Just wanted to share this with you.
