what does this program do? do i need it? can i get rid of it?

The program is there so it can check for updates to the QuickBooks Software on the Internet and auto downloads the update if you do not use auto download you can remove it from the startup folder. If you do want to use this feature you will need the file in the background or else it will not work. The file is not harmful to your system it checks only ones a day for patches/updates so I would think you should let it do its course.
