Inventory not registering

When I receive an item it does not show up in the inventory. Then when I go to create a shipper and invoice for that item I just received I get an error that states I do not have enough inventory for the item I am going to ship. What am I doing wrong

Have you created a PO for the order or how are entering the item into QuickBooks.
